Job Title and Purpose
The Project Manager / Team Leader will provide overall leadership, coordination, and technical management of the project, ensuring that all disciplines are aligned with the project objectives, contractual requirements, international financing institution procedures, and applicable quality standards.
Job Location
Will be based in Tashkent, Uzbekistan, with project and site visits as required.
Assignment duration: 14 months. Expected mobilization: January 2027.
Responsibilities
- Project Leadership: Lead the multidisciplinary project team and coordinate planning, implementation, supervision, and reporting across all project workstreams.
- Contract & FIDIC Management: Oversee contract administration under relevant FIDIC conditions, including coordination of technical decisions, risks, variations, and contractor obligations.
- IFI Compliance: Ensure project activities and deliverables are managed in line with applicable international financing institution procedures and reporting requirements.
- Stakeholder Coordination: Act as the key coordination point among the Client, contractors, consultants, authorities, and other project stakeholders.
- Quality, Schedule & Risk: Monitor progress, quality, schedule, and major project risks; initiate corrective actions where required.
- Technical Oversight: Provide high-level review and guidance for institutional, infrastructure, laboratory, biotechnology, and agricultural project components.
- Reporting: Ensure timely preparation of clear, accurate, and decision-oriented project reports, meeting records, and management updates.
Measures of success
- Project deliverables are completed on time and in accordance with contractual, technical, and IFI requirements.
- The multidisciplinary team and stakeholders remain effectively coordinated, with major risks and issues addressed promptly.
Requirements to be a successful candidate
- Education: Master's degree in Civil Engineering, Agricultural Engineering, Biomedical Engineering, or a closely related field.
- Experience: At least 15 years of international professional experience in complex institutional and/or infrastructure projects.
- Leadership Experience: Previous Team Leader experience on at least two comparable projects involving laboratories, biotechnology, agriculture, or similar complex facilities.
- Contract Knowledge: Advanced knowledge of FIDIC, particularly Silver Book and/or Yellow Book conditions, and experience with international financing institution rules and procedures.
- Languages: Professional fluency in English, which will be the project language.
- Skills: Strong leadership, stakeholder management, problem-solving, communication, and multidisciplinary coordination skills.
