This is a key position in IFRC’s flagship partnership with US Department of State / U.S. Department Bureau of Disaster and Humanitarian Response (DHR). The IFRC Project Coordinator provides overall project coordination of the Macro award for Rapid Response in Crisis and Complexity Project in Central Asia. The Project Coordinator will accompany the targeted three Red Cross Red Crescent-National Societies (Kazakhstan, Kyrgyzstan, Tajikistan) to implement the project objectives and activities. Specifically, the position holder works closely with National Societies of Kazakhstan, Kyrgyzstan, and Tajikistan and where possible engage NSs of Turkmenistan and Uzbekistan to ensure that rapid response and preparedness project activities supported by IFRC are consistent with IFRC’s preparedness and response frameworks, aligned with US DHR humanitarian objectives, and efficiently respond to local needs and contexts in developmental and emergency situations. The primary responsibility of the position is day-to-day implementation of high-quality project activities, ensuring they are relevant, effective and efficient. The position holder facilitates detailed planning, budgeting, implementation, monitoring, and reporting to achieve impact and successful closure and/or transition. In support of NSs in Kazakhstan, Kyrgyzstan, and Tajikistan, the IFRC Project Coordinator supports the project activity implementation, management, and coordination. The position holder closely coordinates and liaises with the NSs headquarters, IFRC technical teams in the CCD and ROE/GVA, Partner National Societies (PNS) in the region, as well as with external partners such as UN agencies and other present humanitarian entities. The position reports to the Country Cluster Delegation and works closely on operational issues with other thematic team members as well as IFRC headquarters and regional office preparedness and response focal points.

Project management
· Coordinate day-to-day project management ensuring that specific objectives are met, ensuring support to National Societies in timely implementation of activities and achieving project results as planned;
· Assist in ensuring efficient and effective management of the resources of the donor in the implementation of project activities and ensure project funds are used solely for the activities as described in the project plan and budget;
· Ensure that the project is implemented in accordance with all guidelines and procedures which are applicable under the existing project documents/agreements with Donor and National Societies;
· Work closely with the Delegation’s Finance and Administration team members responsible for project to ensure sound financial management, monitoring, and reporting;
Quality Assurance, Monitoring, Evaluation, and Reporting
· Monitor all project activities through regular field-visits to the project sites and produce field visit reports, in accordance with the Monitoring Evaluation Assessment and Learning (MEAL) plan and in coordination with IFRC Planning, Monitoring, Evaluation and Reporting Officer (PMER);
Partnership and coordination
· Maintain a high level of collaborative partnerships with Red Cross and Red Crescent partners and other partners related to project, including liaising with governmental authorities, donor and other stakeholders on any project related issues to ensure coordination and proper achievement of tasks and objectives;
· Ensure that the line manager is fully informed and updated when other external parties (counterparts, INGO’s, NGO’s & GO’s, donors, etc.) seek contact or correspond on any matters;
· Assist with the development of new project concept notes, the elaboration of project proposals, submissions to donor(s), and implementation according to the donor(s) requirements, templates and deadlines;
· Carry-out and support the preparation of country missions, including for donor and technical focal points;
· Facilitate effective technical coordination with other thematic leads of the Country Cluster Delegation.
Disaster preparedness and response coordination and technical support
· Provide technical guidance and support to the Central Asian National Societies in developing and implementing disaster preparedness, readiness and response coordination across Central Asia by providing technical advice to IFRC and National Societies on emergency preparedness plans, contingency planning, emergency response mechanisms, and preparedness for emergencies and disasters.
· Provide technical support to National Societies and IFRC country offices during emergencies, including assessment, planning, implementation, monitoring and reporting of disaster interventions in response, recovery and early recovery operations.
· Contribute to multi-sectoral emergency preparedness and response initiatives, ensuring effective integration of health, WASH, community engagement and accountability (CEA), PGI, and disaster risk management approaches.
· Support the development, testing and maintenance of emergency preparedness and response capacities of National Societies, including emergency disaster teams, surge mechanisms, simulation exercises, training and after-action reviews.
· Provide technical input to Emergency Appeals, DREF operations, contingency plans, emergency preparedness plans, operational strategies and emergency response frameworks.
· Provide technical guidance and support to National Societies and Delegations on the integration of cash modalities within Anticipatory Action initiatives. The incumbent should also maintain close liaison with the CVA Preparedness Senior Officer to ensure a coordinated approach to integrating Cash and Voucher Assistance into Anticipatory Action frameworks, preparedness planning, trigger development, standard operating procedures, and early action protocols, while ensuring alignment with IFRC CVA standards and regional preparedness priorities.
· When applicable, coordinate knowledge sharing events, as well as representation in external conferences related to disaster preparedness and rapid response.
· Support planning, budgeting, implementation and reporting of IFRC supported activities, in accordance with the IFRC Secretariat’s standards and requirements.
Undertake other programme related duties and responsibilities in due coordination with the line and technical managers.
